TWO-GOAL hero Iain Davidson hit the winner for Rovers 10 minutes from time.
The home side had been 2-0 up but Cowdenbeath fought back before Rovers' storming finish.
David Goodwillie opened the scoring in 22 minutes when he turned to drive the ball home from 12 yards.
Davidson made it two when he slammed a Marco Pelosi cross past David Hay from close range.
The visitors pulled one back nine minutes before the interval when Rovers keeper Chris Fahey spilled a cross ball and it rolled into the empty net. Substitute Paul McQuaid then equalised with his first touch, tapping home a Scott Gates cross in 61 minutes.
Rovers' Graham Weir had an effort cleared off the line and sub Niall Henderson hit the post.
Ten minutes from time Davidson got the winner, slamming the ball high into the net from eight yards.
