TWO-GOAL Iain Diack was the Brechin hero in a thrilling match.
The home side put the Fifers under pressure from the kick-off and were two goals up in the first couple of minutes.
Kevin Byers scored the opener in 60 seconds when he collected a good Diack pass in the box before slotting the ball beyond the reach of keeper Keiron Renton.
And City doubled their lead a minute later when Diack collected a long through ball and steered the ball home.
Rovers had a chance to reduce the deficit in 11 minutes but Steven Hislop blasted over.
But the visitors did get back into it in 23 minutes when a cross from Robert Sloan was going nowhere until Richard Walker inexplicably headed the ball into his own net.
The second half was evenly matched but City got the clincher in 68 minutes when Diack volleyed the ball home after a great run and cross from Michael Paton.
Raith's Gareth Carcary scored in the final minute.
