Ian, 21, died when his friends Peugeot 106 smashed into an electricity pole.
Ian died instantly in the crash, near the family home in Maud, Aberdeenshire in November 2003.
His mother Linda felt someone was wrong when all the electricity in the village went out.
Ian's friend was seriously injured in the smash. No criminal proceedings were brought.
